1.0 Statement of Intent (Lab. Code, §1102.5; Gov. Code, § 53298)
1.1 The Los Rios Community College District has a responsibility for the stewardship of District/College resources and the public and private support that enables it to pursue its missions. The District's internal controls and operating procedures are intended to detect and to prevent or deter unlawful or improper conduct. Despite these efforts, however, intentional and unintentional violations of laws, regulations, policies and procedures may occur and may constitute unlawful or improper conduct.
1.2 The Los Rios Community College District Board of Trustees encourages individuals to report suspected incidents of unlawful conduct, governmental waste, abuses of authority, and substantial dangers to public health and welfare without fear of retaliation. It is the policy of the Board of Trustees that the District shall thoroughly and promptly investigate any of these reports, eliminate any unlawful or improper practices and take any necessary remedial actions. It is also the policy of the Board of Trustees that those employees who, in good faith, report these activities and/or assist the District in its investigation of these allegations, shall not be retaliated against for making those protected disclosures.
1.3 The Chancellor shall establish regulations to carry out this policy.
