1.0 Student Trustee (Education Code § 72023.5)

1.1 In accordance with the Education Code, the Board of Trustees shall include within its membership, in addition to the number of members otherwise prescribed, a non-voting student as Student Trustee.

2.0 Election

2.1 A District wide student election shall be held to select the Student Trustee.

2.1.1 This election will be run and paid for by the student associations at each college and coordinated by the Student Advisory Committee in conjunction with the Vice President of Student Services or designee at each campus.

2.1.2 The Student Trustee shall be elected at large by plurality vote of the voting students in all colleges of the District.

2.2 The term of the Student Trustee shall be one (1) year commencing on June 1 of each year.

3.0 Recall

3.1 A majority of student association councils that have each recorded a three-quarter (3/4) majority vote within their respective councils shall be sufficient to enact a recall election for the position of Student Trustee.

3.2  Recall shall be initiated for just cause only, including but not limited to illegal or unethical behavior while acting as a representative of the students of the Los Rios Community College District; being unresponsive, or acting contrary to the interests and welfare of the students of the District; disregarding the expressed intentions of the Student Association Governments and the District Student Advisory Committee; or not maintaining the qualifications of the Student Trustee.

3.2 The recall election shall begin no later than fourteen (14) days after the requirements to enact the recall have been fulfilled.

4.0 Student Advisory Committee

4.1 The Los Rios Community College District Student Advisory Committee shall be formed to provide a forum for communications and exchange of ideas, information and concerns between the Student Trustee, the college student governments and the students of the District.

4.1.1 The committee shall consist of the following:  The Student Trustee and one (1) representative from American River College; one (1) representative from Cosumnes River College; one (1) representative from Sacramento City College; and one (1) representative from Folsom Lake College; each to be selected by the respective student association.  Committee appointments are to be elected or appointed officers from their respective campus Associated Student Governments and meet the minimum qualification requirements identified in 5.0.

4.1.2 The representative from each student association shall have one vote. The Student Trustee shall have no vote except in the event of a tie.

4.1.2 One (1) member of the committee will be selected to be the secretary.

4.1.4 One (1) Associated Student Government coordinator shall be selected to serve in an advisory capacity to the Student Advisory Committee.

5.0 Qualifications for Student Trustee (Education Code § 72023.5)

5.1 A student trustee shall be required throughout the term of his or her appointment to:

5.1.1 be a California resident;

5.1.2 be enrolled in and maintain at least five (5) academic units;

5.1.3 be a student in good standing and not be on academic probation.

6.0 Student Trustee Vacancy

6.1 If a Student Trustee has three (3) consecutive unexcused absences from Board meetings, the Student Trustee seat shall become vacant. Absences may be excused using the same procedure applicable to other trustees. 

6.2 In the event that a Student Trustee is unable to complete his/her term, the vacancy shall be filled from a line of succession established in descending order by the number of votes received by each candidate during the election.

6.3 If no eligible candidate can be appointed under Section 6.2 above, the Student Advisory Committee shall fill the vacancy by a simple majority vote.
